Territorial Formula Financing, the Northern version of Canada’s equalization program, will be up for renewal in less than a year. This is a significant event, considering the federal program provides the majority of the finances for each of the territories.
In the fall issue of NPA magazine, Anthony Speca looked ahead to the upcoming program renewal. Examining whether TFF is sufficient to cover the extraordinary costs of public service delivery in the territories, he asked whether Ottawa’s aspirations for the North exceed its willingness to pay for them.
